LTS Changelog page - Community reported issues confusion and old links

Problem with the LTS Changelog page, source file

Every release contains a list of "Community reported issues". However it is unclear to me what information this provides and considering some link to some of the very first issues ever reported in jira I suspect some of these references to be incorrect.

E.g. What's new in 2.289.3 (2021-07-28) 212 sunny9 cloudy5 storm Community reported issues: 4×JENKINS-65124 3×JENKINS-2 1×JENKINS-66346 1×JENKINS-66245

Improve build status progress animation. (issue 65574) 

This links to JENKINS-2 which hasn't been updated since 2017. I doubt this is part of release 2.289.3.

Possible Solution

Please add some explanation about what this list is about and ensure the correct list of issues fixed in a release is listed.
