Be explicit about the crumb for anonymous access

Not sure we should help people getting something off the ground that we strongly discourage in related docs, because it's very unlikely to be a safe setup.

This is pre-production setup, when the server is not yet open to users (e.g. behind firewall). When Jenkins is started with -Djenkins.install.runSetupWizard=false and configured entirely using configuration-as-code HTTP POSTs, then the initial access is anonymous.
