Moving internationalization wiki page to jenkins.io

• Moved the internationalization page from wiki to jenkins.io under developer/internationalization.
• Created a reference in Participate page for access the internationalization page
• Under internationalization page create a reference to access the new internationalization page

* We have many broken links here, including links to wiki.jenkins.io as well as links to other sites (java.net, netbeans).  I supplied any information I had but am not sure how to handle these.

FTR, the wiki have been restored. I've done some checks on the links, apart from two exceptions all other are serving the archived content or correctly redirect to jenkins.io.

New redirections can easily be added if needed.
