Add expire time task argument and support passing notification level to notifier

For notify-send, levels map to urgency. They're ignored for terminal-notifier since it doesn't seem to have an equivalent to notify-send's urgency.

The expire time determines how long notifications are displayed. It defaults to 5 seconds and is only supported by notify-send (again, I didn't see an equivalent feature for terminal-notifier).
