When user uploads a PDF jelly takes a long time to communicate to user the PDF was recieved

When uploading a large PDF to uploads/new our interface does not communicate to the user that the PDF is received until the upload is complete, this can take minutes. For the user, when there is no communication it feels like the app is broken.

Solution: Once the PDF is selected, show a progress bar. Details of the progress bar TBD.
