figure annotation fails to show when user clicks figure with annotation

  • right click figure
  • click comment icon
  • type comment and hit post button ( figure border will turn green )
  • click the figure to try to show comment ( nothing pops up )
  • click to the right of the figure ( inline comment will show up)

expected behavior: inline comment should show when user clicks the figure itself
