Feature: User download media notification

Would be nice to define a notification for when a user downloads media from the server. This is a main use case in my server. Thank you

Server changes would be required. I'm not sure if this notification is even possible

User downloads appear in the activity tab so it might be possible

There is no event that is sent, it is only written to the activity log
