[Feature Request] Blacklist/Whitelist libraries

I currently have a library of uncurated content (duplicates, awful quality, junk...) and I really hate the fact that this library is used to create collections.

It would be really nice to be able to blacklist a library, or better, to be able to whitelist which libraries can be used (with basically the same UI as the users library access).
