Feature request: Support for transcoding only HDR videos

Describe the bug I have some H265 HDR videos that I would like to play on a SDR TV on a Raspberry Pi 4 using LibreELEC; in order to do that, I need Jellyfin to do Tone Mapping and re-encode the video, since Raspberry cannot perform Tone Mapping.

I also have some H265 (no HDR) videos that play perfectly fine on the Raspberry withouth transcoding.

Would it be possible to add an option to transcode only HDR videos?
