Allow disabling of Direct Play/Streaming to enable HEVC DV Profile 5 files to play properly

HEVC Dolby Vision Profile 5 files can be tone mapped by the server, but for those files to play on android, they need to be played as transcoded, which direct streaming disabled.

They play fine in the Android Google Chrome browser, but in the Android app they play un-tone mapped with player set to "Web Player". They don't play video at all with Integrated player, and External player doesn't work for these files.

I would also like this, many of my video files, when direct played will stutter and not play well, I have to force it to transcode by setting it to a very low resolution...

Same reason here, exoplayer just doesn't like some of my hevc files and the playback stutters (only video). Transcoding helps, but due to generally low bitrates, forcing transcoding is possible only on 480p and lower.
