License: is StreamDivert Open Source?

We could use StreamDivert in some use case, with some modifications (I had to fix a bug), but I would like to ask if the license allows it?

I can't find the license anywhere in the repo, so it must be presumed that StreamDivert is a proprietary software with a LGPL component (WinDivert) linked in.
