improvements for showing pass state in webpanel

In short:

• add a column caption "state" for the first column, that shows the icon of the current processing state
• create a pid file, while receive_noaa.sh or receive_meteor.sh is running
• show a dedicated icon while recording is finished and image processing is in progress
