Uploading blank images bug

With extend annotation on, blank images get annotated and then uploaded.

there are a number of blank images that get output i think. I certainly always get a white blank from m2 processing... We might need a round of work to really tidy this one up.. I fear that 'check' might be a can of worms...

I have changed my code to check for size before the annotation. I am not sure if it made it into the public code.
