Feature Request: Per-scout voting QR code at check in

Ran a race over the weekend and loved the voting feature; but I got a couple of comments / issues from parents:

  1. There was no "confirm" button on the voting page; I just told parents the votes were recorded.
  2. Parents with multiple scouts and only one phone. I believe they just refreshed the page or handled it some other way.

I know scouts and families should be trustworthy, but. I thought it would be nice to have a QR code per-scout when they check in (either take a photo or hand them a printed one) that was a unique vote when the balloting opened later. This would also prevent non-scouts from voting.

My java is crufty - but if pull requests are welcomed, I could find some time to work on this if the feature request is OK.
