[enhancement] Ability to create non-racing group

The Pit Pass feature is a neat way to create "security tags" for the parents working specific areas. However, the only way for the system to create a Pit Pass is to enter the person in as a racer. They can be entered into a random group/den but then they show up in the Race Dashboard as needing to race.

Feature request: the ability to create a non-racing group for Pit Pass individuals.

I second this. Currently I use a whole separate database setup just for this feature.
