Per [bugscrub](https://wordpress.slack.com/archives/C7TK8FBUJ/p1535487090000100) today, we're keeping this in the `1.0.0` release as a `Nice to have`.

Per discussion in Slack, we're punting this to `Future Release`.

Punting this from `1.0.0` to `Future Release` as it was identified in WCUS Contributor Day today that #186 is the more relevant blocker for 1.0.0.

@grappler in that case, should we split this into two issues (one for plugins and one for themes)? Possibly leaving this one for plugins and creating a new one for...

@jrfnl are the theme and plugin specific rulesets available and in a state that Tide should switch to using those?
