PNN/GRNN seem to overfit too much

PNN trains to a low error rate, but overfitting seems to result, as the results on untrained data are not very good. This was discovered with Issue #78. PNN's do tend to have overfitting issues, as seen from a few Google searches. So I am not totally sure this is an issue, but it needs further investigation.
