cookie not saving

Hi I cannot get the cookie to save on page refresh or page to page navigation but it will submit data to https://www.paypal.com/cgi-bin/webscr just fine did i miss anything ? test pages are here http://xxxxxxxxxxindex.html and http://xxxxxxxxxxxxhold.html

sorry i got it fixed it was one of my other scripts interfering with it
