Profile based shipping not showing up on checkout page

When minicart.js is disabled, i.e., just the regular checkout process, the shipping options from my profile are displayed both in the cart and on the checkout page. When it is enabled, the shipping options are not displayed in either.

Surely this has come up before. Am I missing something?

Shipping Calculations > Currency and Shipping Region > Use the shipping fee in the transaction instead of my calculator's settings = No
