dnscrypt-proxy doesn't use CSV files any more, and the old CSV list is not updated any more. See the [documentation](https://github.com/jedisct1/dnscrypt-proxy/wiki) on how the current versions work.
Also, old versions of dnscrypt-proxy didn't work with Google or Cloudflare because the protocol is slightly different.
`dnscrypt.org-fr` works well :) It was renamed `scaleway-fr`, although the old certificates should still work. See https://fr.dnscrypt.info/
