Wrong 'Counter' labels at chars with description contains 'encounter' word

Hi, Could you add please remove the Counter label from chars where only the 'encounter' word is found in their desciption (and no Retribution present)? E.g. Ventress, Ahsoka, Boba Fett, Phasma, etc
