feat(registry): add process-compose

I’m not sure why this failing, it’s a pretty straightforward addition to the registry. If anyone can point me in the right direction I’m happy to take a look.

If you are adding a new tool to mise, note the following:

  • New asdf plugins are not accepted
  • Tools may be rejected if they are not notable
  • A test is required in registry.toml
