Document core plugin system requirements

Users need to know what they need on their system to compile core plugins:

• [ ] Ruby
• [ ] Go?
• [ ] Python
• [ ] erlang?

this may not be as important if we just get redistributable binaries for python. Python is the one people get hung up on.
