Fixes offset of 'pad 10' in the ESP-12E footprint

This pad is the only one that uses offset 0.6 instead of 0.7. It's a very small difference, but it's visible on the footprint.

This PR changes the offset of 'pad 10' to 0.7 to align it with the other pads on this side of the board.
