Can't UEFI boot

Known bug.

Long term solution would be:

  1. UEFI install Linux on separate (newer) machine. This should create the /boot/efi partition
  2. Transfer root SSD from newer machine to Dell OptiPlex 390 SFF
  3. Do this

Unfortunately right now I don't have a sufficiently new spare PC for Step 1. Also, since legacy boot allows up to 2 TB boot drives, there is no immediate need to use UEFI. Lastly, the bug linked to at the outset leads me to believe that legacy machines such as this one will always have UEFI issues that get worse over time as devs target newer hardware.
