Can't use highlight,extract and so on in other kinds of cards

Describe the bug I tick apply to All Cards ,it is useful in IR cards,but it can't work on other kinds of cards. Version 2.1.15 (442df9d6) Qt 5.12.1 PyQt 5.11.3 win10

If I'm not mistaken, the "All Cards" option there only applies to Display config.

I'm not sure if there is any plan to allow extract on normal cards.
