#647: Adds Privacy Manifest as Package.swift resource

As requested in #647 - the manifest file should be referenced in resources definition in Package.swift file.

Hi @manahilov @matrejek, is there any possibility that we can have a new release with this change before May 1, 2024 ? Because this is the deadline set by Apple.

Or should we look new replacements ?

Thank you @matej for merging this. One last thing to ask is to make a new tag version so we can consume it nicely as SPM. Thanks in advance.
