TC rate v 2.2.2 and 2.2.3

TC rate seems not admit values different than the default value 0,7. We tried to change the default value 0,7, with 0,5 for example, and the results obtained are always the ones of 0.7 value. In Pre-processing->Regressors, the TC regressor has always TC rate 0.7, although we change this value.
