I tested it now with a fresh Kubuntu 22.04 installation and I confirm the error. I need to investigate if this is a TexText error or an Inkscape packaging issue.
I reopen this issue in order to remind me to update the troubleshooting section.
We thought about the idea to include the used packages in the textext node but then abandoned it because it triggers a lot of other questions: Which packages to use...
Here some thoughts/ suggestions w.r.t. the topic of embedding the preamble in an Inkscape document. It is just a first draft to fix some ideas and might be a starting...

@pezr Could you please try to open the Inkscape extension manager (Menu `Extensions` and there at the very bottom `Manage Extensions`). Does it open or do similar messages come up?
@medwatt So when you close the extension manager the error message is thrown as well, correct?
OK, this clearly indicates a bug or imcompatibility in the Inkscape extension subsystem, not in TexText. I recommend to file a bug report (relating the error message of the extension...
