Global reminders

Issue reminder seams exactly like thing we are looking for four our redmine on project scale.

Would you consider to add global reminders? We have dozens of projects and for all of them we need same set of notifications.

I found out that there is one possible workaround - to create one "ROOT" projects at the top and put whole hierarchy of projects under it, but it is little hacky.
