I've just thought of this myself! @jclgoodwin is this something you're working on, or would you like me to have a go?

I'm not working on it at the moment. My last thoughts were to use https://github.com/ad-freiburg/pfaedle, which might involve making something that generates a dummy GTFS file from a list of stops and locations
