Operator tabs change depending on page

On any page which is associated with an operator, you have the top tab things don't you 'Timetables', 'Map', 'Vehicles', 'Tickets' etc etc.

Depending on which page you are on, these change. For example if you load the Vehicles tab, 'Map' shows even when no buses are tracking (but on 'timetables' the map tab is removed is no buses are tracking) and on the vehicles page, the tickets tab disappears.

This is still an issue, not sure why it does it, surely it should be the same tabs all the time?
