After it goes into fixed mode, what does u-center report as the fixed position accuracy? This gives some idea of how good your antenna position is.
Google Maps isn't a reliable way of measuring the accuracy. I would pay more attention to the accuracy that the receiver reports. If you're in Japan, I suggest enabling QZSS...

Sorry, I was looking at an old version of the file that didn't have the timemaster.service line. What does ``` sudo systemctl status [email protected] ``` say?

What's gone wrong is that the timemaster service started before phc service completed. Not sure why that is happening.
