Packaging issues with 2.0.0 release

I am packaging whitebox-tools for nixpkgs and there are a few issues with the 2.0.0 release.

• The version number is not bumped on the 2.0.0 tag (this seems to have been acknowledged)
• The tagging scheme is inconsistent between releases (1.4.0 and 1.5.0 vs v2.0.0), it would help if the versions were tagged consistently.
• An up-to-date Cargo.lock file is not included in the release. (I had to update this using cargo update and include the patch in the package).
