Urban100 HR images seem to be bicubic upscalings of the LR images?

Hello, from the zip file it seems that HR images of urban100 seem to be bicubic upscaled versions of the LR images. image Simply running bicubic upscaling on the images gives a 97 SSIM. What's going on?
