Make the delay between autosaves configurable

It would be nice to have the default 60 seconds configurable from the administration interface.

Btw somebody already asked for this feature in https://github.com/jbbarth/redmine_drafts/issues/18 , but it was postponed. So I'm bringing it up again as it's handy.
