PyPI Release: django-recurrence v1.12

I have changed the project build pipeline so that it's working again, however I need some kind of assitance in bringing it to pypi.

I don't know if our release mechanism has ever worked in the recurrence project, so here I am asking for help.

Aside from Jazzband, it looks like @dominicrodger has maintainer-level access in PyPI and might be able to help unblock this?

I think the way to deal with this is to add a deploy key to the repository. I cannot create one and I cannot set it in the repo. A manual release would enable a release once, but is not a long term solution, unfortunately.
