django-debug-toolbar Add toolbar community panel

As per our November 2024 meeting, we should add a panel to the toolbar that links people to the repo to create issues, and view the contributor's discussions.

For now, this can be an external link to our issues with some information on how to get started contributing to the toolbar.

Looks like Matthias handled it. Though @andoriyaprashant if you join the Django Commons org, you should gain permission to self-assign issues.
