Keyboard Delay

On a Raspberry Pi 3 B+ and the latest version of Balena, this container will have a significant (5-10 second) delay after the first input on a USB keyboard. After this initial delay, there are no issues and input is read normally. This problem is not observed in Electronjs, which I think also uses Chromium. Swapping out keyboards did not help, either.

Any thoughts?
