[BUG] Installation Of VST3 Fails If previous VST3 File Exists

To Reproduce Steps to reproduce the behavior:

1. Have VST3 version 2.10.0 Installed in C:\Program Files\Common Files\VST3\
2. Install 2.11.0, select VST3 and proceed with installation
3. See error

• OS: Windows 10 x64, most recent updates
• REAPER, Latest

Additional context Installation fails whether signed into Windows as a User or Administrator. Deleting the VST3 file from the destination folder allows the installation to complete as expected.
