Use fast number encoders from new bytestring builder

This issue cannot be resolved immediately, as it depends upon the release of bytestring-0.10.0.0, which contains the new bytestring builder. It serves as a reminder that we can improve performance using the fast decimal number encoders from Data.ByteString.Lazy.Builder.ASCII.
