Maintenance Notification for notifications a parser cannot identify

Is your feature request related to a problem? Please describe. Right now, if my automation cannot parse the emails properly, it would be nice to be able to raise circuit Maintenance Notifications that need to be investigated by a human.

Describe the solution you'd like These notifications would be allowed to not be associated to a Circuit Maintenance ID (IE change the model to optionally require a circuit maintenance id) and would need to be listed in a UI page that shows all unassociated notifications.

Describe alternatives you've considered The user could create some workflow outside of netbox to track this all.
