Can Stack Charcoal... Can't Stack Soil Piles

Both charcoal and soil piles come in piles of three. But, we can't stack soil piles, even though a fertile soil pit has a whole stack of soil.

Both mushrooms and worms need soil pits emptied first, which I think is fine. But, should we have to move all of the soil around to 10 different spots in order to get a mushroom or worms?
