Provide option for idstools-u2eve to reload sid-msg.map after updating sid-msg.map contents.

Barnyard2 allows the reload of sid-msg.map using the SIGHUP signal. The allows changes to the rule set/configuration to be applied without restarting the spooler process. Please provide the same functionality in idstools-u2eve.
