Expand contributor documentation

Make it easier for new contributors to learn how to contribute by expanding the documentation, including by adding detail around database migrations (particularly in light of #103), the HTML templating engine, and process details such as adding yourself to the contributors file.

As part of this, we should move some of the content in the README into separate INSTALL and CONTRIBUTING files.

If you, dear reader, want to work on this, I would be happy to talk to you about it! Beginner's mind is particularly valuable here.
