Downloads not working on Pixel 6

Describe the bug

When I try to download a file from my local server 192.168.... the download button spins forever and no notification shows up

To Reproduce Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Expected behavior I expect a notification and tracking of the download button

Hmm maybe it's the permissions or something on my device? Anything I can do to help debug?

I have a pixel 7 pro and my downloads frequently fail but usually tv shows work fine. Movies over 5 gigs almost always fail.
