Fix issue reporting template for feature requests

Current behaviour

When a Feature Request type of issue is attempted to be opened, one of the headings in the default template in there reads Who does this impact? It doesn't "impact" (crash into) anybody. Even in the proscribed, jargon sense of "strongly/violently/markedly affect", it's a leading statement because not all feature requests have to strongly, violently, or markedly affect users.

Expected behaviour

It should read Who does this affect?

Change the template to read as expected.
