Consider adding a licensing exemption for CI code

Since a lot of people will be adapting the skeletons here, it might be nice to have a special exemption that allows them to license it under whatever license they choose. This makes the licensing story very clear.

The flex / bison projects do this for their skeleton:

Ultimately, I think I'll create some command line tool that generates the CI skeleton based on some configuration that the user inputs. Not sure, yet. Licensing is not my strong suit, do you know if some licensing exemption, like bison's, would suffice in that case?
