chore(cli): janus-cli cleanup

Removing unused commands janus-cli. See RHIDP-3230.

Each removal is followed by some manual tests (packages/cli build and run yarn export-dynamic on backstage-plugins to make sure nothing is broken. Not squashing commits so I can track my work;
