feat: Jan has a CLI

Problem Users need a way to interface with model management (nitro) from command line, i.e. jan download XXX

Customer request example (anonymized for their privacy):

Success Criteria A clear and concise description of what you want to happen.

• NPM Client library that makes model and inference calls (through server)
• A CLI that mirrors client library capabilities (there are packages that can bundle the two)

• Map/design a CLI interface to our current server/implementations, i.e. jan CMD PARAM
• Wrap model ext
• Wrap inference ext
• (optional) Wrap monitoring ext
